The Internet is like a public square and just as with every public square of our towns and cities there are people who discuss and interact peacefully and those who behave in an irresponsible, abusive and/or violent way, including kids and teens who bully friends and classmates. In short, the Internet is an irreplaceable space of freedom of expression and also a possible megaphone for words of hatred.

What is the right way to govern such a complex phenomenon? What should the role of the state be? Do we need new laws, more education or a greater awareness from everyone?
